Persons who used care services in several institutions or counties have been taken into account multiple times.

General care service provided outside home*

* Before 2009, welfare service for adults (excl. for persons with mental special needs). Until 2003, it was provided by general care homes. Until 2015, care of adults in a social welfare institution (excl. special care services). Persons who moved from one institution or county to another are included multiple times among the users.

As of 2019, the data source for the number of users of special care services is the register of the Social Insurance Board (users of services financed from the state budget) and reports of welfare statistics of the Ministry of Social Affairs (users of services financed from outside the state budget, i.e. the services were paid for by the municipality and/or by the person himself/herself or the service was provided on a volunteer basis). The data source for prior years was welfare statistics of the Ministry of Social Affairs.
Users of special care services provided by institutions that operate in several counties and for which the sub-unit cannot be identified have been taken into account under the county indicated on the institution’s activity licence.

Data of 2008 are estimated. Due to the merging in March 2008 of two up to then independent care homes (in Jõgeva and Viljandi county) under an organisation that administrates state special care homes, these establishments submitted two statistical reports on their activity during 2008.
