General care service provided outside home*

* Before 2009 welfare service to adults (excepted with special mental needs). Institutions providing welfare service to adults, excepted with special mental needs, denominated until 2003 as general care home.Until 2015 welfare service to adults (excl. special care services). The actual number of providers of 24-hour general care service is smaller, because some service providers operate several welfare institutions. The number of places in institutions providing 24-hour general care service only includes places serviced as at year-end. This means that the data do not include those places that were not serviced by the provider during the reference year or (if serviced for part of the year) were not serviced as at year-end.

Special care services**

As of 2019, the data source for the number of users of special care services is the register of the Social Insurance Board (users of services financed from the state budget) and reports of welfare statistics of the Ministry of Social Affairs (users of services financed from outside the state budget, i.e. the services were paid for by the municipality and/or by the person himself/herself or the service was provided on a volunteer basis). The data source for prior years was welfare statistics of the Ministry of Social Affairs.
