''Discontinuer'' refers to a student who received general education in Estonia during the previous academic year but is not continuing their studies in the current academic year. Graduates of basic schools and gymnasiums, those who have left the country, and students who have passed away are not considered discontinuers. Children of compulsory school age are classified as discontinuers if they are marked as having left school to transfer to another educational institution, but have not yet been enrolled in any other school in Estonia by November 10th of the school year.
