The reference year indicates the ending year of the academic year (e.g. 2024 = academic year 2023/24).
County indicates the county where the school is located.

Estonian is considered the language of instruction also in cases where teaching takes place under a language immersion programme in which at least 60% of instruction is in Estonian.
Starting from the 2011/12 academic year, students entering secondary education began receiving 60% of their education in Estonian, as a result of which many students previously studying in Russian were classified as Estonian-language learners.
In 1994 the 12th grade was added in Russian secondary schools, as a result, the number of graduates decreased.

The table presents data according to the administrative division in force on 1 January of the reference year.
