DEFINITIONS

Border — the Estonian Republic’s stamped mainland border and buildings for crossing the border (airports, harbours).

Border survey — a survey the main purpose of which is to collect information about visitors to Estonia and the Estonians who are about to visit other countries.

Business trip

- working in Estonia (fees from Estonia)

- duty assignment

- business appointments, meeting subsidiary branches etc.

Non-resident — a person who has lived outside Estonia for the last 12 months.

Permanent residence — a country  where the respondent has lived for the last 12 months.

Resident — a person who has lived in  Estonia for the last 12 months.

Shopping trip — a trip the main purpose of which is buying services/goods for personal usage. Resale with profit ranks under a business trip.

Vacation trip — a trip the main purpose of which is holiday, cultural events, visiting spas and health centres, visiting sports contests etc. Holiday trips that are paid by the employer rank under a vacation trip as well.

Working in Estonia (fees from Estonia) — the criterion for foreigners is that the fees are paid by an Estonian employer. At the Estonian transport companies the work in a foreign country of the crews on ships, trains, and airplanes ranks under working in Estonia, as well as the work done physically outside Estonia through the Estonian labour renting agencies.

Working in a foreign country (fees outside Estonia) — the Estonian citizens who work officially outside Estonia and are paid by foreign employers. Also educational practice and training for pay ranks here.

METHODOLOGY

The Estonian Border Survey is carried out quarterly at North and East borders, at 11 border points altogether. As one border zone is used by many border crossers, who might be physically separated,  a new term “check point” has been exploited. Together this survey has covered 18 check points. All border points, with check points, are marked in the  following table:

The Border Survey is a sample survey, which allows to collect information about a certain part of the border crossers. Check periods were selected randomly at each border point and the interviewer had to count all border crossers and interview every n-th of them during this period.
