Kitchen, kitchenette, piped water supply, bath or shower and flush toilet were considered to exist, if they were in the dwelling. If these comfort characteristics were located outside the dwelling, they were considered unavailable. As an exception, washing facilities were considered available if a sauna was located outside the dwelling in a separate building on the same lot with a small residential building.
Central heating and electrical heating were considered to exist if they were the main (predominantly used) heating option in the dwelling.They were considered unavailable if there was no central or electrical heating in the dwelling or these were not the main heating options.
