Type of owner

State ownership

This category includes economic units where the state or a public entity (an entity established under the relevant law) holds a share of 50% or more, or where 50% or more of the assets belong to the state or a public entity. Employees in the areas of governance of the Ministry of Defence and the Ministry of the Interior are excluded.

Local government ownership

This category includes economic units where a local government holds a share of 50% or more, or where 50% or more of the assets belong to a local government.

Estonian person in private law

This category includes resident economic units where the state and/or a local government does not hold a share or holds a share of less than 50%, or where less than 50% of the assets belong to the state and/or a local government.

Foreign person in private law

This category includes non-resident economic units where the public sector or the Estonian private sector does not hold a share or holds a share of less than 50%, or where less than 50% of the assets belong to the public sector or the Estonian private sector.
