Early leavers from education and training are persons who have completed at most lower secondary education. These persons may have completed preprimary education, basic education or a vocational course after basic education.
Early leavers from education do not include young people who, at the reference date, were receiving formal education to acquire at least upper secondary education (ISCED level 3 or higher). Data from the Estonian Education Information System as at 31 December are used.
The number of young people is based on their place of residence. Since 2022, places of residence determined on the basis of the partnership and location index methodology are used instead of places of residence recorded in the population register. This methodology relies on the links between persons and locations found in various registers (read more about the implementation of the partnership and location index). The change in methodology affects the comparability of the data with those of previous years and should therefore be taken into account when comparing time periods.
The table was commissioned by the Education and Youth Board. Youth monitoring activities are funded by the European Social Fund.
