A European Union (EU) citizen is granted a temporary right of residence for up to five years provided that they have registered their residence in the Estonian population register. The temporary right of residence is automatically extended for five years at a time, if the place of residence of an EU citizen continues to be registered in Estonia. If an EU citizen has family members who are non-EU citizens and wish to live in Estonia, they must apply for a temporary right of residence (and for its extension). EU citizens and their family members who are non-EU citizens may apply for a permanent right of residence once they have resided in Estonia continuously for five years on the basis of a temporary right of residence. The permanent right of residence is the right to reside in Estonia indefinitely.
