Beneficiaries of international protection are aliens who have been recognised as refugees or as persons eligible for subsidiary protection or temporary protection and who have been granted a residence permit in Estonia. A refugee is an alien who meets the criteria defined in the 1951 Convention Relating to the Status of Refugees and to whom the Police and Border Guard Board has therefore granted the status of a refugee. A person eligible for subsidiary protection is an alien who does not qualify as a refugee but in respect of whom there are substantial grounds to believe that his or her return or expulsion to his or her country of origin may result in a serious risk to that person. Temporary protection can be granted to those Ukrainian citizens and their family members who lived in Ukraine until 24 February 2022 and have left Ukraine after 24 February 2022 due to the armed conflict. Temporary protection can also be requested by citizens of other countries who had international protection in Ukraine and by their family members who lived in Ukraine until 24 February 2022 and have left Ukraine after 24 February 2022 due to the armed conflict.
