The existence of strong or moderate national identity is measured using separate indices for Estonians and for residents of other ethnic nationalities. The index used for other ethnic nationalities is based on assessments of the following three statements: a) when you think of yourself as a representative of your ethnic nationality and as a representative of the population of Estonia, where do you see yourself as belonging?; b) the state of Estonia protects my rights and provides public goods; c) I feel proud when I see the Estonian flag flying. The index used for Estonians has three components, based on assessments of the following three statements: a) when you think of yourself as a representative of your ethnic nationality and as a representative of the population of Estonia, where do you see yourself as belonging?; b) the inclusion of non-Estonians in state governance is beneficial for Estonia; c) the opinions of non-Estonians should be understood better and taken into account more than now, because non-Estonians are an important part of the Estonian society.
