The category ''basic schools'' also includes primary schools that provide education only at the first or second stage (grades 1–6).
The category ''upper secondary schools'' also includes schools that offer education from grades 1 to 12. Adult upper secondary schools are excluded.
Since the 2017/18 academic year, the classification of schools (basic school or upper secondary school) is based on the level of education actually provided in that year. For example, if a school officially has the right to provide upper secondary education but has no pupils in grades 10–12, it is recorded as a basic school in the data.
Also, since the 2017/18 academic year, only schools with at least one pupil are included. Previously, the number of general education schools could also include institutions with a valid licence but no enrolled pupils.
